Paint & Glue Compatability

I've got a technical question. I'm nearing the point where I can start adding rivets to my Nautilus hull. The way I did it on the wheelhouse was to drill a hole, stick a short piece of 1mm styrene rod in the hole, dab a little Testors liquid cement on top and clip off the excess rod when the weld sets.
The problem is I've done a lot of filling and sanding and would like to give it all a shot of sandable primer first to bring out any surface flaws. What combination of plastic weld & primer won't result in damaged paint?

Have you thought of maybe using Pin heads as the rivets?

So, did you come up with an Idea?
